Để phục vụ xét xử, tòa triệu tập gần 60 người có quyền lợi, nghĩa vụ liên quan, trong đó có đại diện Bộ Nông nghiệp và Môi trường, Cục Quản lý xây dựng công trình, các Ban Quản lý và Xây dựng công trình Thủy lợi số 1, 2, 4, 8, cùng một số doanh nghiệp, ngân hàng liên quan.
